Trump Administration Issues Regulatory Freeze Pending Review

January 28, 2025

On January 20, 2025, the Trump Administration issued a memorandum ordering all executive departments and agencies to (i) not propose or issue any rule in any manner until such rule has been reviewed and approved by a department or agency head appointed or designated by the President, (ii) withdraw any rules that have been sent, but not published, to the Office of the Federal Register for review and approval, and (iii) consider postponing the effective date of any regulation that has been issued, but has not taken effect, for 60 days from the date of the memorandum.

We will continue to monitor and report on any regulations related to employee benefits that are impacted by the Trump Administration’s review.

The memorandum is available here.
