The Fifth Circuit recently issued a decision applying Tellabs, Inc. v. Makor Issues & Rights, Ltd., 127 S. Ct. 2499 (2007), as to the sufficiency of scienter allegations under the pleading requirements of the Private Securities Litigation Reform Act (“PSLRA”). See Central Laborers’ Pension Fund v.
